Why is the William so clear and easy to read, but the Shakespeare looks like Russian or something?

I have a copy of “The Complete Works Of Shakespeare” published in 1937 by
Walter J. Black, Inc.
Shakespeare’s signature appears on the cover below his picture. Is the book of any value? Thanks.
